COVID-19 and the economic response have amplified changed nature of development challenges in fundamental ways. Global cooperation should adapt accordingly. This paper lays out urgency for new methods that can deliver resource transfers at scale, oriented to addressing climate change with transparency better governance. It looks what is actually happening major donor countries’ programs where principal gaps lie, offers some thoughts on how move forward, notwithstanding clear geopolitical rivalries are evident.The most immediate challenge provide a level liquidity support countries ravaged by global downturn. Many developing will see double-digit declines GDP, recording downturns not seen peacetime.
